Abstract

This report from the Institute for Children, Poverty, and Homelessness (ICPH) looks at the effects of housing instability, midyear school transfers, and chronic absenteeism on four-year high school graduation rates among homeless students. Using data from New York City public schools in 2017, nearly one in every 10 graduate had experienced homelessness at some point during high school. ICPH discusses the importance of maintaining school stability since students who are homeless but are not chronically absent and do not transfer schools during the school year complete high school at similar rates as their housed peers.
