This toolkit provides a step-by-step roadmap for public and private youth-serving organizations on how to use the Voices of Youth Count (VoYC) methodology to conduct a more inclusive and accurate count of homeless youth. Its intended audience is the individuals and organizations who will plan and execute the youth count in their community. The toolkit has five phases with guidance and links to templates and tools within each phase. The guidance sections provide an overview of each phase and details about how the national VoYC was implemented, including lessons learned.
