In partnership with the Aspen Institute Forum for Community Solutions, Equal Measure worked on the Equity Counts initiative to develop a method to track opportunity youth outcomes across communities. In this report, Equal Measure discusses the importance of creating common measures for tracking opportunity youth outcomes, describes the greatest challenges associated with these efforts, and introduces a set of Common Measures that utilizes publicly available data to capture community-wide progress in connecting 16- to 24-year-olds to high school, post-secondary education, and the workforce.
