This report presents findings from an evaluation of how the California Fostering Connections Act of 2008 has affected the outcomes of youth transitioning from foster care to adulthood. Researchers conducted the California Youth Transition to Adulthood Study from 2012 to 2018 in collaboration with the California Department of Social Services and County Welfare Directors Association of California (CWDA). During the six-year study period, they collected and analyzed information from transition-age youth, child welfare workers, and government program data. This report provides results from the CalYOUTH Wave 3 Youth Survey of 616 participants who were intended to represent the experiences and views of 21-year-olds who were in the California foster care system in their late adolescence. The survey covers housing, employment, economic hardship, food insecurity, public program participation, physical and mental health, life skills, social support, sexual orientation, pregnancy and parenting, marriage and romantic relationships, criminal involvement, and victimization.
