This guide discusses the issues that state- and school-level educators may encounter in their efforts to fully comply with McKinney-Vento Homeless Assistance Act requirements. Overall, McKinney-Vento guarantees that homeless children and youth are identified, enrolled, attending, and succeeding in school. This guide covers the following issues: 1) insufficient funding to meet educational needs of homeless students, 2) compliance difficulties with inadequate staffing levels and training, 3) lack of technical assistance and training for effective monitoring, 4) school policies and criminal laws that create barriers for homeless students, 5) inconsistent dispute resolution policies across districts, 6) credit accrual problems for highly mobile students, 7) sporadic access to early childhood education, and 8) privacy concerns related to residency verification policies. Recommendations to resolve these issues and to comply with McKinney-Vento are provided.
